Dr. Karen Sumser-Lupson,
Chief Executive Officer. CC Forum Foundation
Dr. Karen Sumser-Lupson has spent more than 30 years working at the point where oceans, policy, and people meet. She has helped governments, regional bodies, and international institutions turn ambitious marine and ocean, earth and climate goals into workable strategies, always with an eye on what will actually hold up once implementation begins. She currently serves as an Ambassador for the International Peace Foundation, International Ambassador for the African Blue Economy Round table and as Commissioner of the African Maritime Safety and Security Agency and as an International Expert in Maritime Safety and Security for the European Commission, roles that keep her close to the realities facing coastal nations across Africa and beyond. Her work has shaped the Integrated Maritime Strategy for the Horn of Africa and a Blue Economy Roadmap spanning 13 Overseas Countries and Territories, aligning ocean development with the UN Framework Convention on Climate Change, the Paris Agreement, the Sendai Framework, and the EU Green Deal. Blue Economy and Regional Leadership Karen's project history reads like a map of the world's most vulnerable coastlines. She led the design of a new EUR 30 million EU programme identifying sustainable marine and maritime projects to grow Mozambique's blue economy, promote sustainable use of the oceans, and create jobs. As she guided 13 member states toward sustainable ocean resource use and a shift away from carbon-fuelled maritime economies. Her field experience spans Kenya, Djibouti, Seychelles, Mauritius, Mozambique, Comoros, Madagascar, and Tanzania, most recently through the EU Port Security Programme assessing port compliance and maritime safety across nine African nations. Monitoring, Evaluation, and Institutional Capacity Building Karen brings deep technical fluency in results-based management, having applied ROM and EVAL methodologies across multiple EU-funded programmes, including the mid-term and final evaluations of the Maritime Security Programme (MASE) across Eastern and Southern Africa and the Indian Ocean. As Team Leader for Turkey's Ministry of Transport and Infrastructure, she strengthened institutional research and statistical capacity to support modernized, evidence-based grant mechanisms. She has also led the Critical Maritime Routes Programme's Monitoring, Support and Evaluation Mechanism (CRIMSON), assessing EU maritime security initiatives across West Africa, East Africa, and South-East Asia. EU and UN Engagement Her work sits within some of the most significant multilateral frameworks in ocean governance, including the EU's MASE and Critical Maritime Routes programmes, the African Union Maritime Charter, the Yaoundé and Djibouti Codes of Conduct, and UN Sustainable Development Goals frameworks. She has represented high-level stakeholders including IGAD, EAC, IOC, ECCAS, and ECOWAS, and holds a professional membership with the United Nations Committee for Trade and Development. Academic Foundation Karen holds a PhD in Geographical Sciences, focused on Ocean Governance from the University of Plymouth, with research spanning marine law (UNCLOS), ocean governance, and environmental protection, alongside a Graduate Diploma in Law, an MSc in Social Science with a focus on monitoring and evaluation, and a Certificate in Education. This combination of legal, technical, and social science training underpins her ability to move fluidly between policy design, legal frameworks, and on-the-ground implementation
Max Studennikoff, Chairman and Trustee and Founder of CC Forum
Max is an international entrepreneur, investor, and event organizer best known as the Founder and Chairman of CC Forum, a global platform that connects investors, policymakers, and innovators to promote sustainable investment and solutions to global challenges such as climate change and social impact. He holds an MBA from Imperial College London and has more than two decades of experience building ventures in international events, real estate, hospitality, and education. Through CC Forum events held in cities such as Paris, London, and Monte Carlo, Studennikoff works to bring together global leaders and investors focused on sustainable development and innovation.


Mark Graham Trustee
CC Forum Foundation
Mr Mark Adam Graham. Trustee, Infrastructure and Sustainable Development. Mark brings twenty five years of hands on experience in the construction industry to the Foundation, having spent his career as a ground worker at the sharp end of how buildings, roads, and infrastructure actually get built. That practical, on site experience gives him a grounded, realistic view of what sustainable construction looks like in practice, not just on paper. His particular interest lies in sustainable development for new structures of every kind, housing, roads, and energy infrastructure among them, and in making sure environmental responsibility is built in from the ground up rather than added on afterwards. As a Trustee, Mark oversees all of the Foundation's projects that involve infrastructure development, bringing a builder's eye for what is genuinely deliverable to programmes that often start as ambitious plans on paper. His role is to make sure that as the Foundation's programmes move from concept to construction, the practical realities of building sustainably, on time, safely, and to a high standard, are never lost along the way.
Madam Zoe Fox
CC Forum Trustee
Mrs Zoe Fox : Trustee, Local Governance and Community Engagement Zoe brings more than two decades of local government experience to the Foundation, having served as a councillor in Camborne, Cornwall, since 2005. She was first elected to Camborne Town Council in 2005, returned to the council in 2013, and has represented the Trelowarren ward continuously since 2017. She served as Mayor of Camborne, most recently from 2023 to 2024, acting as the town's civic leader and chairing full Council meetings throughout her term. Beyond her mayoral role, Zoe has chaired Camborne's Planning Committee and served on the Facilities and Environment, Engagement and Operations, and Finance and General Purposes Committees, alongside the council's Strategic Budget, Boundary Review, and Corporate Governance Working Parties. She represents the town council on several outside bodies, including the Cornwall Area of Outstanding Natural Beauty, the Camborne Regeneration Forum, and the Cornwall Community Flood Forum, giving her a broad and practical understanding of how community priorities, environmental protection, and local infrastructure decisions connect in practice. As a Trustee, Zoe brings this long standing experience of local democracy, community consultation, and civic leadership to the Foundation, helping ensure that our programmes remain genuinely accountable to the communities they are designed to serve, and that the lessons of grassroots governance in Cornwall inform how we engage with communities in every country where we work.

Project Review and Assurance Panel

Each project is reviewed by a group of local and international experts selected for their knowledge of the country and sector.
The panel looks at the project plan, governance, risks, delivery, and expected results before the project moves forward. It may remain involved to review progress and reporting.
